Israel felt sorrowful for what they had done against the Lord, but sorrow itself wasn't going to cut it. Samuel challenged Israel to take the next step, which was to rid themselves of idols, commit to the the Lord, and serve Him only. The same is true for us today. Many people may feel bad for the things they have done, yet no repentance is evident. If we want genuine change, we must have genuine repentance.
